New ACA Agent Training to Continue After Moratorium Overturned

On November 5, the moratorium on new marketplace agent registrations was immediately lifted by the U.S. District Court for Maryland.

Following the moratorium published by the Centers for Medicare & Medicaid Services (CMS), both the National Association of Benefits and Insurance Professionals (NABIP) and Health Agents for America (HAFA) challenged the pause on new marketplace agent registrations for 2027.

With the ACA moratorium overturned, agents and brokers who have not completed training for PY2026 are able to register and complete training for the 2027 Open Enrollment Period (OEP) on November 6.

Agents who completed 2026 training or operate exclusively in state-based marketplaces are not affected by this update.

What NABIP Says About the Victory

A key aspect of NABIP’s mission is to support qualified and licensed insurance professionals while protecting consumers. Winning this lawsuit is an excellent example of NABIP’s dedication to that mission.

NABIP President Mychal Walker said, “Today’s ruling is a significant victory for licensed agents and brokers and the consumers who rely on their expertise. With open enrollment already underway, every day matters. Lifting the moratorium immediately and beginning training tomorrow will help affected professionals get to work assisting individuals and families in finding coverage that fits their needs and budgets.”

Where to Complete 2027 ACA Training

If you are a new agent looking to complete federal training for the 2027 OEP, you will be able to find it on the CMS Enterprise Portal.

Returning agents should complete training for 2027 as soon as possible to enroll clients in coverage.

Agents working in state-based marketplaces should navigate to their state’s exchange portal to complete training requirements.

Here are training requirements and dates for the exchanges Ritter supports.
