Medicaid Unwinding SEP Extended Through November 2024

On March 28, the Department of Health and Human Services (HHS) announced that they would be extending the Medicaid unwinding Special Enrollment Period (SEP). Certain low-income Americans can now apply for marketplace coverage until November 30, 2024, with this SEP.

The Medicaid unwinding SEP extension allows millions of clients more time to sign up for affordable coverage on HealthCare.gov before the Open Enrollment Period (OEP). Keep reading to learn how you can help clients who may need assistance finding health care coverage.

Who Is Eligible for the Medicaid Unwinding SEP?

Low-income Americans who are no longer eligible for Medicaid or the Children’s Health Insurance Program (CHIP) due to the change in federal renewal requirements following the COVID-19 Public Health Emergency can use the Medicaid unwinding SEP. Please note this SEP is for residents of states that participate in the federal marketplace, HealthCare.gov. State-based marketplaces may enact their own SEPs.

Through the COVID-19 pandemic, Medicaid enrollment reached 92.3 million. KFF estimated eight to 24 million Americans will be affected by the Medicaid unwinding.

When Did the SEP Start?

This SEP has been available since April 2023. The original end date for the SEP was July 31, 2024, but your clients can now use this SEP to sign up for marketplace coverage through November 30, 2024.

Why Has the Unwinding SEP Been Extended?

CMS and the Biden administration recognize that the Medicaid disenrollment process is taking longer than anticipated. This extension helps account for the delay and allows more opportunities for those who would be uninsured to find affordable health care coverage.

The extended Medicaid unwinding SEP closes the three-month gap between the SEP’s original end date and the OEP to allow for a seamless coverage transition. It’s a great opportunity for agents to connect with clients affected by the Medicaid unwinding and help them find an ACA plan!
